At a time when the two-child norm of last century is scorned at across the country, the model state of family planning in India is contemplating punishment for couples with more than two children. The Law Reforms Commission of Kerala headed by eminent jurist Justice V R Krishna Iyer has recommended a penalty of Rs 10,000 and withdrawal of free education and health care for anyone who goes for a third child.
The Church in Kerala has called it an import of the Chinese population policy by the Communist government. The Kerala Family Planning and Control Bill seeks to promote family planning and birth control as methods of controlling population.
But what has stirred a storm is the suggestion for a penalty on any person who goes for a third child. A family or person having more than two children should also be denied facilities and advantages like free education, health assistance, facilities for housing and other priorities including employment allowed under schemes or projects of the state, says the Bill.
Clause 7 of the Bill reads, "No person or institution shall use religion, region, sect, caste, cult or other inducements for production of more children than permitted." Once the law comes into force, "Any person or a public organization or institution associated with or carrying on the work of family planning and birth control" may approach a court against those found violating the provisions.
Predictably, the proposal has invited sharp reactions from the Church. Only recently had the Kerala Catholic Bishop's Council expressed "grave" concern at the fall in the birth rate among its followers. What perturbed the Church was the swelling number of Muslims vis a vis falling population of Christians and Hindus in the state.

This move is Draconian in its nature and unacceptable by any decent standards of a democratic nation. The law intends to punish the third child more than the parents for their ill thought out decision to have the third child.

Rajagopal, Delhi, says: Need to curb the high rise of population. As it is not any religious based order, it is nice way to stop increase in population. Keep it up. And it must be implemented in all States in Union of India so that our population get controlled.

raju, New Delhi, says: This is really a very good strategy towards population control its jurisdiction should cover the whole country instead of a particular State like Kerala. It is still unclear why the concerned authority is not thinking in this direction despite the widely recognise fact in our country that we are heading towards population explosion and all our efforts to get prosperous is being effectively neutralised by the population growth. what are the impediments should be brought to the open debate. No religious interference or impediments by any community, group or sect should be accepted and there should be one policy for each and every citizens of the country irrespective or their caste, creed or community. Kerala Government has taken a laudable and bold step towards population control and other States should also follow the same and it should prove to be model for the whole of the country. On the sideline, the objection of the christian community should also investigated and no discrimination should be allowed in this regard and no exemption should be allowed to any community in the name of religion.

Has having only one child stopped the population of China from booming. I guess people dont understand demographics. Having a young population is always good which is why this country has been booming. Go to US and Europe which are faced with low birth rates and see what happens when we control population
